Application Overview

Excavator Flail Mowers in Municipal Grounds Maintenance: Parks, Cemeteries and Public Amenity

Municipal vegetation management covers an enormous range of environments — from formal parks and sports grounds to overgrown derelict land, cemeteries, urban tree pits and public green space. The common thread is the requirement for versatile, efficient vegetation management equipment that can work in confined spaces, produce a clean finish and operate safely near the public.

Excavator-mounted flail mowers are increasingly specified by local authorities and municipal contractors as a versatile alternative to dedicated ride-on mowers and tractor-mounted equipment. The combination of precise arm positioning, compact machine dimensions (particularly with mini excavator models) and the ability to work in confined spaces makes the excavator flail mower uniquely suited to the varied environments of municipal grounds maintenance.

In parks and formal green spaces, the excavator flail mower provides a clean, even cut on grass areas that are inaccessible to ride-on mowers — slopes, embankments, areas around trees and shrubs, and confined spaces between structures. The mulching action eliminates the need for grass collection, reducing the labour and disposal cost that is a significant proportion of municipal grounds maintenance budgets.

Cemetery maintenance is a particularly demanding municipal application. The combination of headstones, kerb sets, trees and confined access paths creates an environment where conventional mowing equipment cannot work effectively. A mini excavator with a PANDA FORCE PF-MEF flail mower can work between headstones, around kerb sets and in confined access paths, providing a level of coverage that is not achievable with conventional equipment.

Derelict land and overgrown public space clearance is a growing application for municipal flail mowers. Local authorities are increasingly required to manage overgrown derelict land for public safety and amenity reasons. PANDA FORCE flail mowers can clear dense scrub, bramble and woody growth on derelict sites in a single pass, significantly reducing the cost of site clearance compared to manual methods.

PANDA FORCE flail mowers are manufactured by SOOSAN Heavy Industries Co., Ltd. to ISO 9001:2015 quality standards. All models are CE marked to the EU Machinery Directive 2006/42/EC. The range covers working widths from 600mm to 2,000mm and excavator weight classes from 1.5 tonnes to 35 tonnes, providing a model for every municipal vegetation management application.

Blade Selection

Recommended Blade Types

Primary Recommendation
Y-Blade (Standard Flail)

Y-blade is the standard specification for municipal grass management. Suitable for parks, sports grounds, amenity areas and cemetery grass management. High tip speed produces fine mulch that falls back onto the grass surface, eliminating collection. Provides a clean, even finish on maintained grass areas. Replace when cutting quality degrades — typically 300–600 ha.

Secondary Option
Hammer Flail (Heavy)

Hammer flail is specified for derelict land clearance, overgrown public spaces and sites with established scrub and woody growth. Handles stems up to 80mm diameter. Switch from Y-blade to hammer flail when vegetation includes woody growth that Y-blade cannot process without stalling.

Not Recommended
Knife Blade on Debris Sites

Knife blades are not recommended for derelict land clearance or sites with potential buried debris. The sharp cutting edge is easily damaged by stone, glass, metal and other debris commonly found on derelict urban sites. Use Y-blade or swing blade brush cutter on sites with unknown debris content.

Hydraulic Specification

Hydraulic Requirements

Oil Flow Range
20 – 150 L/min
Operating Pressure
150–320 bar

Technical Notes

Municipal applications cover a wide range of excavator sizes. Mini excavators (1.5–6t) provide 20–55 L/min, suitable for PF-MEF mini series. Medium excavators (6–15t) provide 50–120 L/min, suitable for PF-EFM standard range. Verify your excavator's auxiliary flow rate before specifying. A hydraulic hose kit specific to your excavator make and model is supplied with each unit.

Real-World Use Cases

Before & After: Contractor Use Cases

The following use cases are based on real contractor and operator scenarios from PANDA FORCE customers across Europe, North America and Australia. Each describes the challenge, the solution specified and the measurable result.

01

Cemetery Maintenance — London Borough Council

Scenario

A London Borough Council needed to manage grass and vegetation in a Victorian cemetery with 12,000 headstones, extensive kerb sets and mature tree canopy. Previous method used a combination of ride-on mowers (open areas) and manual strimmers (around headstones). Manual strimming accounted for 65% of the total maintenance cost.

Challenge

Manual strimming around 12,000 headstones was extremely labour-intensive and expensive. Ride-on mowers could not access areas between headstones or under low tree canopy. Grass growth between headstones was creating a safety hazard for visitors and concealing subsidence.

Solution

Specified PANDA FORCE PF-MEF-700 with Y-blade on a 2.5t mini excavator. The compact attachment allowed working between headstones at 800mm spacing. Arm positioning allowed cutting to within 100mm of headstones without contact. Public exclusion zone managed with temporary barriers.

Result

Manual strimming reduced by 75% — significant cost saving. Cemetery maintenance programme completed in 40% less time. Grass management between headstones improved, reducing safety hazard. Annual maintenance cost reduced by £28,000.

02

Derelict Land Clearance — Birmingham City Council

Scenario

Birmingham City Council needed to clear 8 ha of derelict land for a new public park. The site had been vacant for 15 years and was covered in dense scrub, bramble, buddleia and self-seeded trees up to 80mm diameter. The site contained significant buried debris including rubble, glass and metal.

Challenge

Dense scrub and woody growth made manual clearance extremely slow and expensive. Buried debris made tractor-mounted equipment impractical due to damage risk. The site needed to be cleared and made safe for public access within a 6-week programme.

Solution

Specified PANDA FORCE PF-EFM-1200 with hammer flail on a 14t excavator for open areas. PF-MEF-800 with swing blade brush cutter on a 3t mini excavator for confined areas near boundaries. Hammer flail processed scrub and woody growth; swing blade handled areas with high debris content.

Result

8 ha cleared in 18 working days — within programme. Clearance cost 45% lower than manual methods. Site made safe for public access. Mulch output eliminated disposal cost — saving £12,000. New park opened on schedule.

03

Urban Tree Pit Management — Manchester City Centre

Scenario

Manchester City Council needed to manage vegetation in 2,400 urban tree pits across the city centre. Tree pits ranged from 1.5m × 1.5m to 3m × 3m and contained grass, weeds and occasional scrub growth. Previous method was entirely manual — hand weeding and strimming.

Challenge

Manual management of 2,400 tree pits was extremely labour-intensive. Strimmer damage to tree bark was causing tree health problems. Weed growth in tree pits was creating a poor visual impression in the city centre. Annual management cost was £85,000.

Solution

Specified PANDA FORCE PF-MEF-600 with Y-blade on a 1.8t mini excavator. The compact 600mm attachment allowed working in tree pits as small as 1.5m × 1.5m. Precise arm positioning allowed cutting to within 100mm of tree trunks without contact.

Result

Annual management cost reduced to £52,000 — 39% saving. Strimmer bark damage eliminated. Tree pit management programme completed in 60% less time. Tree health improved due to elimination of weed competition.
