Complete Buyer's Guide
A forestry flail mower is a heavy-duty hydraulic excavator attachment designed specifically for woodland management, undergrowth clearing, firebreak maintenance and dense scrub removal. It is the most powerful category of excavator flail mower, engineered to process woody material — saplings, dense brush, brambles, bracken and light timber — that would damage or stall a standard excavator flail mower.
The key difference between a forestry flail mower and a standard excavator flail mower is in the rotor construction, flail specification and hydraulic power requirement. A forestry flail mower uses a heavier rotor drum, larger-diameter flail carriers, and heavy-duty hammer or carbide-tipped flails capable of processing material up to 100–150mm diameter. The hydraulic motor is specified for high flow rates — typically 100–200 L/min — to maintain rotor speed under the high load of dense woody material.
PANDA FORCE forestry flail mowers are manufactured by SOOSAN Heavy Industries Co., Ltd., a Korean industrial manufacturer with over 30 years of hydraulic engineering expertise. The PF-FFM Series is designed for 15–40 tonne excavators and is the correct specification for professional forestry contractors, land management companies and conservation organisations working in demanding woodland environments.
Woodland undergrowth management is the primary application for forestry flail mowers. In managed woodland and plantation forestry, undergrowth — brambles, bracken, young saplings and woody shrubs — competes with crop trees for light, water and nutrients. Regular undergrowth management improves crop tree growth rates and reduces the risk of pest and disease problems. The forestry flail mower can process dense undergrowth in a single pass, returning fine mulch to the woodland floor and improving soil organic matter.
Firebreak maintenance is a critical application in fire-prone regions. Firebreaks — cleared strips of land that prevent the spread of wildfire — must be maintained free of combustible vegetation. The forestry flail mower can clear and mulch dense vegetation along firebreak lines quickly and efficiently, with the excavator arm providing reach into areas inaccessible to wheeled machinery. The fine mulch output reduces the accumulation of combustible material on the firebreak surface.
Ride and track maintenance in managed woodland requires regular clearing of vegetation encroaching on access routes. The forestry flail mower can clear overhanging branches, encroaching scrub and woody growth along ride edges, maintaining access for forestry machinery and improving light conditions for ground flora.
Invasive species management in woodland environments includes removal of rhododendron, cherry laurel, sycamore regeneration and other invasive or undesirable species. The forestry flail mower can process these species efficiently, with the mulch output suppressing regrowth and reducing the need for herbicide treatment.
Land clearance for new planting requires removal of existing vegetation before new trees or crops are established. The forestry flail mower can clear dense scrub, bracken and woody vegetation quickly, preparing the ground for planting without the need for burning or chemical treatment.
Conservation and habitat management applications include management of heathland, scrub grassland and woodland edge habitats. Many conservation organisations use forestry flail mowers to manage encroaching scrub and maintain open habitats for ground-nesting birds, reptiles and invertebrates.
The decision to specify a forestry flail mower rather than a standard excavator flail mower should be based on the material type, density and diameter that the attachment will regularly encounter. If your work involves predominantly grass, light brush and vegetation up to 40–60mm diameter, a standard excavator flail mower is the appropriate and more cost-effective choice. If you regularly encounter dense woody scrub, saplings up to 100mm diameter, or heavy bracken and bramble, a forestry flail mower is the correct specification.
Operating a standard flail mower on material that exceeds its design capability causes accelerated wear of flails and wear plates, increased vibration and shock loading on the rotor and bearings, potential hydraulic motor overload, and reduced productivity as the operator must slow down to avoid overloading the attachment. The additional cost of a forestry flail mower is quickly recovered through reduced maintenance costs, longer service life and higher productivity on demanding material.
The PANDA FORCE PF-FFM Series forestry flail mower is available with three flail configurations: heavy-duty hammer flails for general forestry and scrub clearing, carbide-tipped flails for maximum wear resistance in rocky or stony woodland, and combination configurations for mixed terrain. The correct flail selection for your specific application will be recommended by PANDA FORCE technical staff based on your material type and working conditions.
Forestry flail mowers require significantly more hydraulic power than standard excavator flail mowers. The PANDA FORCE PF-FFM Series requires 100–200 L/min at 200–350 bar operating pressure, depending on the model. This means the carrier excavator must be a 15-tonne or larger machine with a high-flow auxiliary hydraulic circuit.
Before specifying a forestry flail mower, it is essential to verify that your excavator's auxiliary hydraulic circuit can supply the required flow rate. Many excavators in the 15–25 tonne class have auxiliary circuits rated at 100–140 L/min — sufficient for the smaller models in the PF-FFM Series. Larger models require 160–200 L/min, which is typically available on 25-tonne and larger machines.
If your excavator's auxiliary circuit does not deliver sufficient flow, it may be possible to upgrade with a high-flow auxiliary kit. PANDA FORCE technical staff can advise on the minimum hydraulic specification required for each model and can recommend excavator models that are well-suited to forestry flail mower operation.
The integrated hydraulic relief valve in the PF-FFM Series is factory-set to protect the motor from pressure spikes caused by sudden impact with large woody material — a common occurrence in forestry applications. The relief valve setting is field-adjustable to optimise performance for specific hydraulic circuit characteristics and material types.
The PANDA FORCE PF-FFM Series forestry flail mower is engineered specifically for the demands of professional forestry and land management work. The rotor drum is constructed from heavy-gauge structural steel with a larger diameter than standard flail mower rotors, providing greater kinetic energy storage and more stable cutting performance on dense material. Flail carriers are heavy-duty forged steel with larger-diameter pivot pins for extended service life under high-impact conditions.
Wear components — side plates, rear deflectors and rotor drum wear surfaces — are manufactured from Hardox 500 wear-resistant steel, the highest specification in the PANDA FORCE range. This provides maximum wear resistance in the abrasive conditions typical of forestry work — bark, wood chips, stones and soil contact. The rear deflector is a heavy-duty rubber curtain reinforced with steel inserts for maximum containment of ejected material.
The hydraulic motor is a high-torque orbital motor sourced from established European suppliers, specified for the high flow rates and continuous duty cycles of forestry applications. The motor is protected by an integrated relief valve and a case drain circuit to prevent overheating during extended operation. All hydraulic connections are high-pressure rated and protected by steel guards against impact damage from woody material.
All PANDA FORCE forestry flail mowers carry CE marking under the EU Machinery Directive (2006/42/EC) and are manufactured under ISO 9001 quality management certification. The attachment is compatible with all major excavator brands via machine-specific mounting brackets and hydraulic hose kits. OEM and ODM manufacturing is available for forestry equipment dealers and distributors.

Blade Selection Guide
Blade selection is the single most important factor in cutting performance, blade service life and operating cost. The correct blade for your application reduces fuel consumption, extends replacement intervals and improves mulch quality. Incorrect blade selection is the most common cause of premature wear and poor performance.
Our technical team can recommend the correct blade type based on your application, material type, soil conditions and excavator specification. Incorrect blade selection is the most common cause of premature wear — get it right before you order.

Each application environment has distinct requirements for excavator size, blade type, working width and hydraulic specification. The following profiles are based on real contractor and operator use cases.
Engineering Specification
Every major component in a PANDA FORCE flail mower is specified, sourced and tested to defined engineering standards. The following details the specification, function and material standard for each critical component.
Carries flail blades at high rotational speed. Stores kinetic energy to maintain cutting performance through dense material. Precision-balanced to minimise vibration transfer to excavator arm.
Converts hydraulic flow from excavator auxiliary circuit into rotor shaft rotation. High-torque, low-speed motor matched to rotor inertia and cutting load requirements.
Supports rotor drum radial and axial loads during operation. Double-sealed design excludes water, mud and abrasive particles. C3 internal clearance accommodates thermal expansion at operating temperature.
Pivot point for free-swinging flail blades. Must withstand repeated high-impact loads from blade contact with vegetation and ground. Case-hardened surface with tough core for impact resistance.
Limits maximum hydraulic pressure in the motor circuit. Protects motor from pressure spikes caused by sudden rotor deceleration on hard impact. Prevents hydraulic hose and fitting failure.
Maintains consistent cutting height by following ground contour. Rear roller provides smooth height control on even ground. Front skids used on rough or stony terrain where roller would be damaged.
Contains cut material within the housing and prevents projectile ejection rearward. Critical safety component for roadside operation near traffic. Must be inspected and replaced when worn below minimum thickness.
Protect main housing side walls from abrasion by cut material circulating inside the housing. Individually replaceable to extend main housing service life. Hardox 500 specified for rocky and stony applications.
Connects attachment to excavator arm. S-bracket allows use with hydraulic quick couplers. Pin-on configuration for direct attachment without coupler. Machine-specific bracket ensures correct geometry and load path.
Secondary retention in the event of quick coupler failure. Required by EU Machinery Directive for attachments above a defined weight threshold. Chain must be inspected at each attachment change.
SOOSAN Manufacturing Process
Every PANDA FORCE flail mower passes through SOOSAN Heavy Industries' full production process at the Chungcheongnam-do facility in South Korea. The following describes each production stage, the process parameters and the quality standard applied.
Structural steel (S355JR/S355J2), Hardox 400/500 wear plate and alloy steel for flail components are received with mill certificates. Each batch is inspected for dimensional conformance and material certification before release to production. Non-conforming material is quarantined and returned.
Main housing plates, side plates and wear components are cut on CNC laser cutting machines to ±0.2mm positional accuracy. Plasma profiling is used for thicker Hardox sections. All cut parts are deburred and edge-prepared before assembly.
Rotor drum end plates, bearing housings and flail carrier pin bores are machined on CNC turning and milling centres to H7/h6 tolerance class. Bearing housing bores are finish-ground to achieve the required interference fit for bearing installation.
Main housing assembly uses robotic MIG welding for consistent weld quality on repetitive joints. Critical structural joints — rotor bearing housings, mounting bracket interfaces and side plate connections — are completed by certified manual welders to EN ISO 9606-1 qualification. All welds are visually inspected to EN ISO 5817 Level B.
Rotor drum is assembled with flail carrier pins installed to specified torque. Bearings are installed using hydraulic press to achieve correct interference fit — never hammer-driven. Bearing housings are sealed with specified grease fill before end cap installation.
Every assembled rotor drum is dynamically balanced on a two-plane balancing machine. Residual imbalance is corrected by addition or removal of balance weights until the rotor meets ISO 1940 G6.3 specification. Balance correction mass and position are recorded on the unit's production record.
Fully assembled housing is shot-blasted to Sa 2.5 surface preparation standard (ISO 8501-1) to remove mill scale, rust and contamination. Two-coat industrial epoxy paint system is applied: zinc-rich primer (60μm DFT) followed by polyurethane topcoat (80μm DFT). Total DFT minimum 140μm.
Hydraulic motor is installed with new O-ring seals and torqued to specification. All hydraulic connections are pressure-tested at 1.5× rated working pressure for a minimum of 10 minutes. Any leakage results in rejection and rework. Relief valve setting is verified against specification.
Rotor is run up to rated speed under no-load conditions. Bearing temperature is monitored for 30 minutes — maximum permissible temperature rise is 40°C above ambient. Vibration level is checked against acceptance criteria. Any anomaly triggers investigation before the unit proceeds.
Final inspection covers dimensional verification of mounting interface, visual inspection of all welds and surface treatment, completeness of documentation (CE Declaration, operator manual, spare parts list, hydraulic hose kit), and correct labelling. Inspection record is filed against the unit serial number.
Every unit undergoes a full factory acceptance test before despatch. The test protocol includes: hydraulic pressure test at 1.5× rated working pressure, rotor run-up to rated speed under no-load, bearing temperature check after 30-minute run, visual inspection of all welds and surface treatment, and dimensional verification of mounting interface.
