What Is a Heavy Duty Flail Mower?

A heavy duty flail mower is the most powerful category of excavator flail mower, engineered for large excavators (20–50+ tonnes) and the most demanding vegetation management and land clearing applications. Where standard and hydraulic flail mowers are designed for vegetation management — grass, brush and light woody material — a heavy duty flail mower is built for land clearing: dense scrub, saplings up to 150mm diameter, heavy crop residue, invasive species and light timber.

The defining characteristics of a heavy duty flail mower are its rotor construction, flail specification and hydraulic power requirement. The rotor drum is significantly heavier than a standard flail mower, with a larger diameter and greater mass to store kinetic energy for processing dense material. Heavy-duty hammer flails or carbide-tipped flails are standard, capable of processing woody material that would destroy the flails of a lighter attachment. Hydraulic flow requirements are 120–220 L/min — requiring a large excavator with a high-flow auxiliary circuit.

PANDA FORCE heavy duty flail mowers are manufactured by SOOSAN Heavy Industries Co., Ltd., a Korean industrial manufacturer with over 30 years of hydraulic engineering expertise. The PF-HDF Series is designed for 20–50 tonne excavators and is the correct specification for land clearing contractors, infrastructure developers, mining operators and large-scale agricultural businesses.

Heavy Duty Flail Mower Applications: Land Clearing and Infrastructure

Land clearing for construction and development is the primary application for heavy duty flail mowers. Before earthworks begin on a new development site, existing vegetation must be removed — grass, scrub, saplings, hedgerows and light woodland. The heavy duty flail mower can clear this material quickly and efficiently, with the mulch output eliminating the need for burning or off-site disposal. A single large excavator with a heavy duty flail mower can clear several hectares per day on dense scrub.

Pipeline and utility corridor maintenance requires regular clearing of vegetation along pipeline routes, power line corridors and other linear infrastructure. The heavy duty flail mower's ability to process dense woody regrowth in a single pass makes it highly productive for this application. The excavator arm provides reach to work on slopes and in areas adjacent to the infrastructure without the machine entering the cleared corridor.

Mining and quarry site management requires vegetation management on large areas of disturbed ground, access roads and site boundaries. The heavy duty flail mower can handle the mixed vegetation — grass, scrub and woody regrowth — typical of mining sites, and its robust construction withstands the abrasive conditions of dusty, stony environments.

Large-scale agricultural land reclamation involves clearing abandoned agricultural land, overgrown field margins and neglected orchards for return to productive use. The heavy duty flail mower can process the dense scrub and woody regrowth that develops on neglected land, preparing it for cultivation or replanting.

Motorway and major road construction requires clearing of vegetation along new road alignments before earthworks begin. The heavy duty flail mower is well-suited to this application — it can process the mixed vegetation typical of rural road alignments quickly, and the mulch output can be incorporated into the topsoil during subsequent earthworks.

Flood defence and river bank management on major watercourses requires heavy-duty equipment capable of processing the dense woody vegetation that develops on flood defence banks and river margins. The heavy duty flail mower's reach and power make it the correct specification for this demanding application.

Heavy Duty Flail Mower vs Forestry Mulcher: Choosing the Right Tool

The terms "heavy duty flail mower" and "forestry mulcher" are sometimes used interchangeably, but there are important distinctions. A forestry mulcher (also called a forestry head or mulching head) is typically a dedicated forestry machine designed for processing timber up to 200–300mm diameter — it is a specialist tool for professional forestry contractors. A heavy duty flail mower is a more versatile attachment that can handle land clearing, scrub removal and vegetation management across a wider range of applications.

For most land clearing and vegetation management applications — scrub up to 150mm diameter, dense brush, heavy crop residue and light woodland — a heavy duty flail mower is the more cost-effective and versatile choice. It can be used on the same excavator as other attachments (buckets, grapples, thumbs) with a quick coupler change, making it a practical addition to a contractor's attachment inventory.

For professional forestry applications involving regular processing of timber above 150mm diameter, a dedicated forestry mulcher may be the better long-term investment. PANDA FORCE can advise on the correct specification for your specific application requirements.

The PANDA FORCE PF-HDF Series heavy duty flail mower is available with three flail configurations: heavy-duty hammer flails for general land clearing, carbide-tipped flails for maximum wear resistance in rocky or stony conditions, and combination configurations for mixed terrain. The correct flail selection significantly affects both productivity and maintenance costs.

Hydraulic Requirements for Heavy Duty Flail Mowers

Heavy duty flail mowers have the highest hydraulic power requirements of any excavator attachment in the PANDA FORCE range. The PF-HDF Series requires 120–220 L/min at 200–380 bar operating pressure, depending on the model. This requires a 20-tonne or larger excavator with a high-flow auxiliary hydraulic circuit — typically a dedicated high-flow auxiliary valve and pump.

Before specifying a heavy duty flail mower, it is essential to verify that your excavator's auxiliary hydraulic circuit can supply the required flow rate. Many excavators in the 20–30 tonne class have auxiliary circuits rated at 120–160 L/min. Larger models in the PF-HDF Series require 180–220 L/min, which is typically available on 35-tonne and larger machines with high-flow auxiliary systems.

The hydraulic system must also be capable of sustained high-flow operation without overheating. Heavy duty flail mower operation generates significant heat in the hydraulic system, and the excavator's hydraulic oil cooler must be adequate for the duty cycle. PANDA FORCE technical staff can advise on hydraulic system requirements and cooling capacity for specific excavator models.

All PANDA FORCE heavy duty flail mowers incorporate an integrated hydraulic relief valve factory-set to protect the motor from pressure spikes, a case drain circuit to prevent motor overheating, and high-pressure hydraulic connections rated for the operating pressures of large excavator hydraulic systems.

PANDA FORCE PF-HDF Series: Maximum-Strength Engineering

The PANDA FORCE PF-HDF Series heavy duty flail mower is the most robustly engineered attachment in the PANDA FORCE range. The main housing is fabricated from heavy-gauge structural steel with full-penetration welds throughout. The rotor drum is a large-diameter solid steel assembly, precision-balanced to ISO 1940 G6.3 standard, with heavy-duty flail carrier pins rated for the high-impact loads of land clearing work.

Wear components are manufactured from Hardox 500 wear-resistant steel — the highest specification in the PANDA FORCE range — providing maximum resistance to abrasion and impact in the demanding conditions of land clearing and scrub removal. The rear deflector is a heavy-duty rubber curtain reinforced with steel inserts, capable of containing the large fragments generated when processing woody material.

The hydraulic motor is a high-torque orbital motor from an established European supplier, specified for the high flow rates and continuous duty cycles of land clearing applications. The motor is protected by an integrated relief valve, a case drain circuit and a steel guard against impact damage. All hydraulic connections are high-pressure rated and protected against damage from woody material and debris.

All PANDA FORCE heavy duty flail mowers carry CE marking under the EU Machinery Directive (2006/42/EC) and are manufactured under ISO 9001 quality management certification. The attachment is compatible with all major excavator brands via machine-specific mounting brackets and hydraulic hose kits. Hydraulic Specification

Hydraulic Requirements by Model

Matching the attachment to your excavator's auxiliary hydraulic circuit is critical for performance and motor longevity. Insufficient flow causes low rotor speed and poor cutting. Excess flow risks motor overspeed. All values are at rated operating temperature (50–60°C oil temperature).

SOOSAN Manufacturing Process

Production Process & Quality Control

Every PANDA FORCE flail mower passes through SOOSAN Heavy Industries' full production process at the Chungcheongnam-do facility in South Korea. The following describes each production stage, the process parameters and the quality standard applied.

01

Raw Material Receipt & Inspection

ISO 9001

Structural steel (S355JR/S355J2), Hardox 400/500 wear plate and alloy steel for flail components are received with mill certificates. Each batch is inspected for dimensional conformance and material certification before release to production. Non-conforming material is quarantined and returned.

02

Laser Cutting & Plasma Profiling

Main housing plates, side plates and wear components are cut on CNC laser cutting machines to ±0.2mm positional accuracy. Plasma profiling is used for thicker Hardox sections. All cut parts are deburred and edge-prepared before assembly.

03

CNC Machining of Rotor Components

ISO 286

Rotor drum end plates, bearing housings and flail carrier pin bores are machined on CNC turning and milling centres to H7/h6 tolerance class. Bearing housing bores are finish-ground to achieve the required interference fit for bearing installation.

04

Robotic & Manual MIG/MAG Welding

EN ISO 5817

Main housing assembly uses robotic MIG welding for consistent weld quality on repetitive joints. Critical structural joints — rotor bearing housings, mounting bracket interfaces and side plate connections — are completed by certified manual welders to EN ISO 9606-1 qualification. All welds are visually inspected to EN ISO 5817 Level B.

05

Rotor Assembly & Bearing Installation

Rotor drum is assembled with flail carrier pins installed to specified torque. Bearings are installed using hydraulic press to achieve correct interference fit — never hammer-driven. Bearing housings are sealed with specified grease fill before end cap installation.

06

Dynamic Rotor Balancing

ISO 1940 G6.3

Every assembled rotor drum is dynamically balanced on a two-plane balancing machine. Residual imbalance is corrected by addition or removal of balance weights until the rotor meets ISO 1940 G6.3 specification. Balance correction mass and position are recorded on the unit's production record.

07

Shot Blasting & Surface Treatment

ISO 8501-1

Fully assembled housing is shot-blasted to Sa 2.5 surface preparation standard (ISO 8501-1) to remove mill scale, rust and contamination. Two-coat industrial epoxy paint system is applied: zinc-rich primer (60μm DFT) followed by polyurethane topcoat (80μm DFT). Total DFT minimum 140μm.

08

Hydraulic Motor Installation & Pressure Test

Hydraulic motor is installed with new O-ring seals and torqued to specification. All hydraulic connections are pressure-tested at 1.5× rated working pressure for a minimum of 10 minutes. Any leakage results in rejection and rework. Relief valve setting is verified against specification.

09

Functional Run Test

Rotor is run up to rated speed under no-load conditions. Bearing temperature is monitored for 30 minutes — maximum permissible temperature rise is 40°C above ambient. Vibration level is checked against acceptance criteria. Any anomaly triggers investigation before the unit proceeds.

10

Final Inspection & Despatch

ISO 9001

Final inspection covers dimensional verification of mounting interface, visual inspection of all welds and surface treatment, completeness of documentation (CE Declaration, operator manual, spare parts list, hydraulic hose kit), and correct labelling. Inspection record is filed against the unit serial number.

Client

Natural Gas Pipeline Operator, British Columbia

⚠

Challenge

Annual vegetation management on 620 km of pipeline right-of-way through mixed boreal forest. Dense alder and willow regrowth up to 80mm diameter required clearing within a 10-metre corridor. Previous mulching heads were frequently damaged by rocky terrain.

⚙

Solution

PF-HDF-1500 with carbide-tipped hammer flails on a 30-tonne CAT 330. Hardox 500 construction specified for rocky terrain resilience. Dual-motor configuration for consistent rotor speed on dense woody material.

✓

Result

Full right-of-way programme completed in one season. Zero hydraulic motor failures across 1,200 operating hours. Carbide flail replacement interval extended to 400 hours — 2.5× longer than previous equipment.

"The carbide flails and Hardox 500 construction were the deciding factors. We operate in very rocky terrain and previous attachments were failing at 150 hours. The PANDA FORCE unit ran 400 hours before the first flail change."

Land Clearing & Site Preparation
PF-HDF-1800

Client

Civil Engineering & Land Clearing Contractor, Gauteng

⚠

Challenge

Site preparation for a 340-hectare industrial development. Dense Acacia scrub and invasive Lantana up to 120mm diameter required clearing before earthworks. Burning was prohibited under environmental permit conditions.

⚙

Solution

PF-HDF-1800 on a 35-tonne Komatsu PC360. Heavy hammer flail configuration for maximum clearing capacity. Mulch output incorporated into topsoil during subsequent earthworks — zero off-site disposal.

✓

Result

Full site cleared in 22 working days — 35% faster than the programme estimate. Mulch incorporation eliminated 180 truck movements for vegetation disposal. Environmental permit conditions met in full.

"The productivity was exceptional. We cleared dense Acacia scrub at a rate that would have taken three times as long with conventional equipment. The mulch output was a bonus — it saved us a significant disposal cost."
