What Is an Excavator Flail Mower?

An excavator flail mower is a hydraulic attachment that mounts to the arm of a tracked or wheeled excavator and uses a high-speed rotating drum fitted with multiple flail blades to cut, shred and mulch vegetation in a single pass. Unlike a rotary mower — which uses a single spinning disc — a flail mower carries dozens of individual blades (called flails or hammers) mounted on a horizontal rotor drum. Hydraulic oil flows from the excavator's pump through the attachment's hydraulic motor, spinning the rotor drum at high speed. The flow rate (measured in litres per minute) determines the rotor speed and therefore the cutting power; the operating pressure (measured in bar) determines the torque available to cut through dense material.

As the rotor drum spins, the flails — which are mounted on pivot pins and swing freely — are thrown outward by centrifugal force. A tractor-mounted flail mower is the most cost-effective solution for flat or gently sloping terrain with good ground access. Choosing the Right Flail Blade

Blade selection is the single most important factor in cutting performance, blade service life and operating cost. The correct blade for your application reduces fuel consumption, extends replacement intervals and improves mulch quality. Incorrect blade selection is the most common cause of premature wear and poor performance.

SOOSAN Manufacturing Process

Production Process & Quality Control

Every PANDA FORCE flail mower passes through SOOSAN Heavy Industries' full production process at the Chungcheongnam-do facility in South Korea. The following describes each production stage, the process parameters and the quality standard applied.

Raw Material Receipt & Inspection

ISO 9001

Structural steel (S355JR/S355J2), Hardox 400/500 wear plate and alloy steel for flail components are received with mill certificates. Each batch is inspected for dimensional conformance and material certification before release to production. Non-conforming material is quarantined and returned.

Laser Cutting & Plasma Profiling

Main housing plates, side plates and wear components are cut on CNC laser cutting machines to ±0.2mm positional accuracy. Plasma profiling is used for thicker Hardox sections. All cut parts are deburred and edge-prepared before assembly.

CNC Machining of Rotor Components

ISO 286

Rotor drum end plates, bearing housings and flail carrier pin bores are machined on CNC turning and milling centres to H7/h6 tolerance class. Bearing housing bores are finish-ground to achieve the required interference fit for bearing installation.

Robotic & Manual MIG/MAG Welding

EN ISO 5817

Main housing assembly uses robotic MIG welding for consistent weld quality on repetitive joints. Critical structural joints — rotor bearing housings, mounting bracket interfaces and side plate connections — are completed by certified manual welders to EN ISO 9606-1 qualification. All welds are visually inspected to EN ISO 5817 Level B.

Rotor Assembly & Bearing Installation

Rotor drum is assembled with flail carrier pins installed to specified torque. Bearings are installed using hydraulic press to achieve correct interference fit — never hammer-driven. Bearing housings are sealed with specified grease fill before end cap installation.

Dynamic Rotor Balancing

ISO 1940 G6.3

Every assembled rotor drum is dynamically balanced on a two-plane balancing machine. Residual imbalance is corrected by addition or removal of balance weights until the rotor meets ISO 1940 G6.3 specification. Balance correction mass and position are recorded on the unit's production record.

Shot Blasting & Surface Treatment

ISO 8501-1

Fully assembled housing is shot-blasted to Sa 2.5 surface preparation standard (ISO 8501-1) to remove mill scale, rust and contamination. Two-coat industrial epoxy paint system is applied: zinc-rich primer (60μm DFT) followed by polyurethane topcoat (80μm DFT). Total DFT minimum 140μm.

Hydraulic Motor Installation & Pressure Test

Hydraulic motor is installed with new O-ring seals and torqued to specification. All hydraulic connections are pressure-tested at 1.5× rated working pressure for a minimum of 10 minutes. Any leakage results in rejection and rework. Relief valve setting is verified against specification.

Functional Run Test

Rotor is run up to rated speed under no-load conditions. Bearing temperature is monitored for 30 minutes — maximum permissible temperature rise is 40°C above ambient. Vibration level is checked against acceptance criteria. Any anomaly triggers investigation before the unit proceeds.

Final Inspection & Despatch

ISO 9001

Final inspection covers dimensional verification of mounting interface, visual inspection of all welds and surface treatment, completeness of documentation (CE Declaration, operator manual, spare parts list, hydraulic hose kit), and correct labelling. Inspection record is filed against the unit serial number.
