PANDA FORCE — Compact Hydraulic Attachment for Mini Excavators
The PANDA FORCE mini excavator flail mower is a purpose-built hydraulic attachment for 1.5–6 tonne mini excavators. Compact, lightweight and precisely engineered for low-flow hydraulic circuits, it brings professional flail mowing capability to urban maintenance, orchard management, garden landscaping and tight-access sites where larger machines cannot operate.
Complete Buyer's Guide
A mini excavator flail mower is a compact hydraulic attachment designed for 1.5–6 tonne mini excavators and compact excavators. It brings the cutting and mulching capability of a full-size excavator flail mower to smaller machines, enabling vegetation management in confined spaces, narrow access areas, orchards, vineyards, urban environments and sites where a full-size excavator cannot operate.
Mini excavator flail mowers use the same operating principle as their larger counterparts — a high-speed rotating drum fitted with multiple flail blades that cut and mulch vegetation in a single pass — but are engineered to match the hydraulic flow rates and weight limits of compact machines. The PANDA FORCE PF-MEF Series is designed for excavators with auxiliary hydraulic flow rates of 20–60 L/min, covering the full range of mini excavators from 1.5 tonnes to 6 tonnes.
Manufactured by SOOSAN Heavy Industries Co., Ltd., a Korean industrial manufacturer with over 30 years of hydraulic engineering expertise, the PF-MEF Series delivers professional-grade cutting performance in a compact, lightweight package. CE marked, ISO 9001 certified, and available with OEM/ODM manufacturing for dealers and distributors.
Orchard and vineyard management is the most important application for mini excavator flail mowers. The narrow working width (600–900mm) and compact dimensions of the PF-MEF Series allow it to work between tree rows and under tree canopies in orchards and vineyards where a full-size excavator would cause damage. The mini excavator's low ground pressure minimises soil compaction in sensitive growing areas, and the flail mower's mulch output returns organic matter to the orchard floor.
Urban and amenity maintenance in parks, gardens, cemeteries and public green spaces often requires vegetation management in confined areas — between trees, along fence lines, in narrow access corridors and around street furniture. The mini excavator flail mower can work in these confined spaces with precision, cutting grass and light brush without damaging surrounding planting or infrastructure.
Residential and commercial landscaping contractors use mini excavator flail mowers for site clearance, scrub removal and vegetation management on smaller sites where a full-size excavator would be impractical. The mini excavator's compact dimensions allow it to access through standard gates and work in confined gardens and courtyards.
Canal and drainage ditch maintenance on smaller waterways — farm drains, garden ponds, small irrigation channels — is well-suited to mini excavator flail mowers. The compact machine can work on narrow bank tops and in restricted access areas, maintaining vegetation on bank faces that are inaccessible to wheeled machinery.
Greenhouse and polytunnel maintenance is a specialist application where the mini excavator's low height and compact dimensions allow it to work inside large agricultural structures. Vegetation management between crop rows and along structure edges can be performed efficiently without the need for manual cutting.
Rental and hire fleet operators increasingly include mini excavator flail mowers in their attachment inventory. The combination of a mini excavator and flail mower is a versatile, productive package that appeals to a wide range of customers — from landscapers and farmers to local authorities and utility contractors.
Excavator weight and hydraulic flow are the primary selection criteria. Mini excavators vary significantly in their auxiliary hydraulic capability — a 1.5-tonne machine may have only 20–30 L/min available, while a 5-tonne machine may have 50–70 L/min. The flail mower must be matched to the available flow rate to ensure adequate rotor speed and cutting performance. PANDA FORCE technical staff will verify compatibility with your specific machine.
Working width should be matched to the application. For orchard and vineyard work, a 600–700mm working width is typically appropriate to fit between tree rows. For general amenity maintenance, 700–900mm provides a good balance of productivity and maneuverability. For canal bank and drainage work, 800–1,000mm is common.
Machine weight limit is a critical consideration for mini excavators. The flail mower must not exceed the maximum attachment weight specified by the excavator manufacturer for the arm configuration in use. Exceeding the weight limit risks damage to the arm, slew ring and undercarriage, and may void the excavator warranty. PANDA FORCE provides attachment weights for all models in the PF-MEF Series to facilitate compliance checking.
Blade type should be selected based on the primary application. Y-blades are the standard choice for grass and light brush. Hammer flails are recommended for denser vegetation and woody material. For orchard and vineyard work, mulching blades provide the finest mulch output and the best soil incorporation of organic matter.
For orchard and vineyard operators, the choice between a mini excavator flail mower and a tractor-mounted flail mower is primarily determined by row spacing, terrain and the need for precision. Tractor-mounted flail mowers are highly productive on wide-row orchards and vineyards with good ground access — a 2.5m working width tractor flail mower can cover large areas quickly on flat ground.
However, tractor-mounted flail mowers have significant limitations in orchard and vineyard environments. They cannot work under low-hanging branches or in rows with overhead wires. They require a minimum row width of approximately 2.5–3m to operate safely. They cannot reach the base of tree trunks or fence posts without risking damage. And on sloping vineyards or orchards with irregular terrain, tractor stability and traction can be problematic.
The mini excavator flail mower addresses all of these limitations. The excavator arm can position the attachment precisely at the base of tree trunks, along fence lines and under low branches. The compact machine can work in rows as narrow as 1.2–1.5m. The low ground pressure minimises soil compaction. And the excavator's stability on slopes is significantly better than a tractor with a side-mounted attachment.
For many orchard and vineyard operators, the most productive solution is a combination of both — a tractor flail mower for the main inter-row areas and a mini excavator flail mower for the headlands, fence lines, tree bases and areas where the tractor cannot safely operate. PANDA FORCE offers both types of attachment in compatible specifications.
The PANDA FORCE PF-MEF Series mini excavator flail mower is engineered to deliver professional-grade cutting performance from compact machines. Despite its smaller dimensions, the PF-MEF Series uses the same quality components and manufacturing standards as the full-size PANDA FORCE range: Hardox wear-resistant steel side plates and rear deflectors, double-sealed rotor bearings, European-sourced hydraulic motors, and integrated hydraulic relief valves.
The rotor drum is precision-balanced to ISO 1940 G6.3 standard, minimising vibration transfer to the mini excavator arm and reducing operator fatigue during extended operation. The mounting system uses a standard S-bracket and hydraulic quick-coupler connection compatible with all major mini excavator brands including Kubota, Yanmar, Takeuchi, Bobcat, Doosan, Hyundai, Caterpillar, Komatsu and JCB.
All PANDA FORCE mini excavator flail mowers carry CE marking under the EU Machinery Directive (2006/42/EC) and are manufactured under ISO 9001 quality management certification. The attachment is supplied with a machine-specific hydraulic hose kit and mounting bracket. OEM and ODM manufacturing is available for dealers and distributors — contact our sales team for details.

Blade Selection Guide
Blade selection is the single most important factor in cutting performance, blade service life and operating cost. The correct blade for your application reduces fuel consumption, extends replacement intervals and improves mulch quality. Incorrect blade selection is the most common cause of premature wear and poor performance.
Our technical team can recommend the correct blade type based on your application, material type, soil conditions and excavator specification. Incorrect blade selection is the most common cause of premature wear — get it right before you order.

Each application environment has distinct requirements for excavator size, blade type, working width and hydraulic specification. The following profiles are based on real contractor and operator use cases.
Engineering Specification
Every major component in a PANDA FORCE flail mower is specified, sourced and tested to defined engineering standards. The following details the specification, function and material standard for each critical component.
Carries flail blades at high rotational speed. Stores kinetic energy to maintain cutting performance through dense material. Precision-balanced to minimise vibration transfer to excavator arm.
Converts hydraulic flow from excavator auxiliary circuit into rotor shaft rotation. High-torque, low-speed motor matched to rotor inertia and cutting load requirements.
Supports rotor drum radial and axial loads during operation. Double-sealed design excludes water, mud and abrasive particles. C3 internal clearance accommodates thermal expansion at operating temperature.
Pivot point for free-swinging flail blades. Must withstand repeated high-impact loads from blade contact with vegetation and ground. Case-hardened surface with tough core for impact resistance.
Limits maximum hydraulic pressure in the motor circuit. Protects motor from pressure spikes caused by sudden rotor deceleration on hard impact. Prevents hydraulic hose and fitting failure.
Maintains consistent cutting height by following ground contour. Rear roller provides smooth height control on even ground. Front skids used on rough or stony terrain where roller would be damaged.
Contains cut material within the housing and prevents projectile ejection rearward. Critical safety component for roadside operation near traffic. Must be inspected and replaced when worn below minimum thickness.
Protect main housing side walls from abrasion by cut material circulating inside the housing. Individually replaceable to extend main housing service life. Hardox 500 specified for rocky and stony applications.
Connects attachment to excavator arm. S-bracket allows use with hydraulic quick couplers. Pin-on configuration for direct attachment without coupler. Machine-specific bracket ensures correct geometry and load path.
Secondary retention in the event of quick coupler failure. Required by EU Machinery Directive for attachments above a defined weight threshold. Chain must be inspected at each attachment change.
SOOSAN Manufacturing Process
Every PANDA FORCE flail mower passes through SOOSAN Heavy Industries' full production process at the Chungcheongnam-do facility in South Korea. The following describes each production stage, the process parameters and the quality standard applied.
Structural steel (S355JR/S355J2), Hardox 400/500 wear plate and alloy steel for flail components are received with mill certificates. Each batch is inspected for dimensional conformance and material certification before release to production. Non-conforming material is quarantined and returned.
Main housing plates, side plates and wear components are cut on CNC laser cutting machines to ±0.2mm positional accuracy. Plasma profiling is used for thicker Hardox sections. All cut parts are deburred and edge-prepared before assembly.
Rotor drum end plates, bearing housings and flail carrier pin bores are machined on CNC turning and milling centres to H7/h6 tolerance class. Bearing housing bores are finish-ground to achieve the required interference fit for bearing installation.
Main housing assembly uses robotic MIG welding for consistent weld quality on repetitive joints. Critical structural joints — rotor bearing housings, mounting bracket interfaces and side plate connections — are completed by certified manual welders to EN ISO 9606-1 qualification. All welds are visually inspected to EN ISO 5817 Level B.
Rotor drum is assembled with flail carrier pins installed to specified torque. Bearings are installed using hydraulic press to achieve correct interference fit — never hammer-driven. Bearing housings are sealed with specified grease fill before end cap installation.
Every assembled rotor drum is dynamically balanced on a two-plane balancing machine. Residual imbalance is corrected by addition or removal of balance weights until the rotor meets ISO 1940 G6.3 specification. Balance correction mass and position are recorded on the unit's production record.
Fully assembled housing is shot-blasted to Sa 2.5 surface preparation standard (ISO 8501-1) to remove mill scale, rust and contamination. Two-coat industrial epoxy paint system is applied: zinc-rich primer (60μm DFT) followed by polyurethane topcoat (80μm DFT). Total DFT minimum 140μm.
Hydraulic motor is installed with new O-ring seals and torqued to specification. All hydraulic connections are pressure-tested at 1.5× rated working pressure for a minimum of 10 minutes. Any leakage results in rejection and rework. Relief valve setting is verified against specification.
Rotor is run up to rated speed under no-load conditions. Bearing temperature is monitored for 30 minutes — maximum permissible temperature rise is 40°C above ambient. Vibration level is checked against acceptance criteria. Any anomaly triggers investigation before the unit proceeds.
Final inspection covers dimensional verification of mounting interface, visual inspection of all welds and surface treatment, completeness of documentation (CE Declaration, operator manual, spare parts list, hydraulic hose kit), and correct labelling. Inspection record is filed against the unit serial number.
Every unit undergoes a full factory acceptance test before despatch. The test protocol includes: hydraulic pressure test at 1.5× rated working pressure, rotor run-up to rated speed under no-load, bearing temperature check after 30-minute run, visual inspection of all welds and surface treatment, and dimensional verification of mounting interface.
